Requires out-of-district students to submit certificates of residency to their county clerk by December 1 for fall semester classes and May 1 for spring semester classes, with denial permitted for missed deadlines.

Sets county liability caps at two-thirds (2/3) of total tuition and fees or $500 per semester maximum, with a lifetime county liability limit of $3,000 per student.

Establishes that county liability terminates if a student's domiciliary residence changes and that change continues for 12 months.

Adds definitions for "drop deadline" (100% refund of tuition and fees), "withdrawal deadline" (receipt of "W" grade), and "out-of-district student" (Idaho resident not in-district) to Idaho Code section 33-2117.
