Revises definitions of "recreational park trailer" throughout Idaho Code to clarify it is a recreational vehicle under 400 square feet, built on a single chassis, certified to ANSI A119.5 standards, and includes park models and park model recreational vehicles.

Requires manufacturers to comply with ANSI A119.5 standards for recreational park trailers and ANSI A119.2 standards for other recreational vehicles; exempts compliant trailers from certain local plumbing, electrical, and heating ordinances.

Establishes recreational park trailers as personal property (not real property) and requires titling for recreational park trailers not registered under motor vehicle law.

Excludes recreational park trailers from personal property tax exemptions and production tax exemptions, making them subject to full sales and use tax at 100% of sales price.

Makes technical corrections and updates code references throughout Title 49 (vehicle registration), Title 55 (landlord-tenant), and Title 63 (taxation) to consistently reference recreational park trailers.
