Amends Idaho Code Section 49-426 to clarify exemptions from operating fees for motorcycles, motorbikes, utility type vehicles, and all-terrain vehicles used exclusively for agricultural, horticultural, dairy, livestock operations, or snow removal purposes, with travel limited to between farm or ranch locations.

Allows political subdivisions to adopt local ordinances designating highways or highway sections closed to all-terrain vehicles, utility type vehicles, specialty off-highway vehicles, and motorbikes after providing public notice and holding a public hearing.

Prohibits licensed and numbered all-terrain vehicles, utility type vehicles, and motorbikes from traveling on controlled access highways, except as designated by the Idaho Transportation Board.

Permits all-terrain vehicles, utility type vehicles, specialty off-highway vehicles, and motorbikes to travel on non-full access-controlled state highways at public road intersections and on highways with speed limits of 45 miles per hour or less within municipalities and extending one mile beyond municipal boundaries.

Allows use of these vehicles on highways located on state and federal lands not part of Idaho's highway system, provided numbering requirements are met.
