Establishes the Local Innovation School Act to allow public schools to receive exemptions from state laws, administrative rules, and local policies that impede local autonomy and innovation.

Permits up to 10 public schools per year from 2016-2021 (maximum 50 schools total) to participate, with selection based on first notification to the state board of education.

Requires written innovation school agreements between a majority of teachers, school board, and (if applicable) charter school authorizer, with minimum 3-year terms and automatic renewal if conditions are met.

Innovation schools must comply with anti-discrimination laws, safety requirements, secondary school accreditation standards, and administer the Idaho standards achievement test, while maintaining state and federal funding levels.

School districts must provide innovation schools with building use, transportation, maintenance, and grounds repair on the same basis as other district schools, and the state department of education shall distribute $10,000 for planning purposes within 60 days of notification.
