Agencies must submit a written summary with rules when submitting negotiated rulemaking to the legislature for final review and consideration.

The written summary must include: how and how many times the rulemaking was advertised, number of meetings held and their locations, attendance numbers, number of persons providing testimony, and reasons for supporting or opposing the rules.

Minutes from all negotiated rulemaking meetings must be kept by the conducting agency and made available to the legislature, with a written summary attached to the rule submission.

Agencies must prepare written summaries documenting unresolved issues, key information considered, and conclusions reached during negotiated rulemaking and make summaries available to all participants.

Makes technical corrections to existing Section 67-5220, Idaho Code regarding negotiated rulemaking procedures.
