Amends Idaho Code Section 58-701 to clarify that federal military land acquisitions and Yellowstone National Park lands within Idaho are limited to those established as of the effective date of the act, while reserving state concurrent jurisdiction for executing state court process on such lands.

Revises Section 58-702 to require the United States to coordinate real property acquisitions with county commissioners of the county where land is located and clarifies that federal lands are held for specific constitutional purposes.

Modifies Section 58-703 authorizing the state board of land commissioners to cede land to the federal government for a national veterans' sanatorium or hospital, limiting authorization to acts of Congress prior to the effective date of the act.

Amends Section 58-705 to restrict federal consent for migratory labor homes projects to purchases made prior to the effective date of the act.

Repeals Section 58-706 regarding stream flow protection and timber production, and establishes Section 58-709 withdrawing all previously granted authorization for federal land acquisition in Idaho unless specifically approved by future legislative acts.
