Appropriates $2,661,600 total to the Office of the State Appellate Public Defender for the fiscal year July 1, 2016, through June 30, 2017, comprising $2,359,200 for office operations and $302,400 for capital and conflict representation.

Authorizes no more than 23 full-time equivalent positions at any point during the fiscal year 2017, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified promptly of any increases.

Designates $207,500 from the General Fund for payment of outside counsel in noncapital appeals involving conflicts of interest, which must be separately accounted for and distinct from capital representation costs.

Designates $94,900 from the General Fund for costs directly related to capital case representation, including expert consultation, witness travel and lodging, depositions, investigation, court reporting, expert witness fees, and trial exhibit preparation.
