House Bill 603 Summary

• Amends Idaho Code Section 33-1004 to modify how school districts calculate staff allowances based on support units derived from student attendance reports submitted for the February 15 state funding apportionment.

• Removes a provision that previously allowed districts to add 75% of the difference when discretionary funding support units exceeded apportionment support units by at least 3%.

• Maintains multiplier rates for calculating staff allowances: instructional staff at 1.021, pupil service at 0.079, administrative at 0.075, and classified staff at 0.375 of support units.

• Allows districts with fewer than 40 support units to increase staff allowances by half if actual staff employed exceeds the calculated allowance; provides additional allowance increase for districts with fewer than 20 support units.

• Effective date is July 1, 2019 for the repeal and replacement of the statute.
