Appropriates $855,733,000 for the Public Schools Educational Support Program/Division of Teachers for fiscal year 2017, consisting of $840,733,000 from the General Fund and $15,000,000 from Federal Grant funds.

Transfers $840,733,000 from the General Fund to the Public School Income Fund for the period July 1, 2016, through June 30, 2017.

Directs $13,000,000 of appropriated funds to be distributed for professional development supporting instructors and pupil services staff to increase student learning, with emphasis on teacher mentoring and incorporation into performance evaluations.

Requires the Superintendent of Public Instruction to distribute funding by formula and track usage and effectiveness of professional development efforts through a newly created professional development portal.

Defines "distributed" as moneys transferred to school districts and public charter schools with no funds withheld for contracts or administrative costs.
