Appropriates $71,849,200 to the Division of Career Technical Education for fiscal year 2017 (July 1, 2016 through June 30, 2017) across five program categories: State Leadership & Technical Assistance ($2,701,500), General Programs ($20,262,600), Postsecondary Programs ($44,463,900), Dedicated Programs ($820,000), and Related Services ($3,601,200).

Funds are allocated from multiple sources including General Fund ($54,518,600), Federal Grant Fund ($8,813,700), and dedicated funds including Displaced Homemaker Fund ($170,000), Quality Program Standard Incentive Grant Fund ($200,000), and Agriculture and Natural Resource Education Program Start-Up Fund ($125,000).

Exempts the Division's Postsecondary Program from Idaho Code Section 67-3511(1) and (3) limitations, allowing unlimited transfers between object codes for all appropriated moneys during fiscal year 2017, though legislative appropriations cannot be transferred between different funds without express legislative approval.

Reappropriates any unexpended and unencumbered balances of dedicated funds and federal funds from fiscal year 2016 to the Division of Career Technical Education for use in non-recurring expenditures during fiscal year 2017.
