Amends Section 33-1002 of Idaho Code to revise the Educational Support Program calculation methodology and make technical corrections

Adds new funding allocation for master teacher premiums under section 33-1004I and adds mastery-based education funding under section 33-1630 to the list of amounts subtracted from total state funds

Clarifies counseling support distribution formulas, changing the base distribution structure from "in full or pro rata" to "as follows" with specific thresholds of $120 per support unit for schools with 100+ students in grades 8-12, or $100 per student for schools with fewer than 100 students

Makes codifier's corrections by replacing language "less fewer" with "fewer" throughout the section dealing with alternative school support units and kindergarten program calculations

Section 2 amendments become effective July 1, 2019, while Section 1 amendments are effective immediately upon enactment
