Appropriates $556,135,800 for fiscal year 2017 (July 1, 2016 - June 30, 2017) to four-year universities: Boise State University ($191,237,700), Idaho State University ($148,110,400), University of Idaho ($176,286,400), and Lewis-Clark State College ($35,437,000), with funding categories for personnel costs, operating expenditures, capital outlay, and trustee/benefit payments.

Reappropriates unexpended and unencumbered dedicated fund balances from fiscal year 2016 for nonrecurring expenditures during fiscal year 2017.

Designates up to $902,600 of systemwide appropriations for Office of State Board of Education to address systemwide needs benefiting all four-year institutions and approximately $1,960,500 for the Higher Education Research Council's infrastructure, matching grants, and Idaho Incubation Fund program.

Requires the State Board of Education president to report to legislative committees by February 1, 2017, on implementation and effectiveness of Complete College Idaho initiative funding ($2,759,700 in FY2015, $2,033,800 in FY2016, and $2,000,000 in this act).

Establishes that the Boise State University cybersecurity lab will collaborate with Idaho National Laboratory and make assets available to University of Idaho and Idaho State University through the Idaho Regional Optical Network (IRON).

Exempts the State Board of Education and Board of Regents from transfer limitations on object codes and programs, while prohibiting transfers between funds without legislative approval.
