Authorizes the Legislative Council to appoint a committee to study Idaho's foster care system and make recommendations for changes to state statutes.

Identifies concerns including children being moved for punitive reasons, lack of clear standards for appropriate foster homes, foster parents experiencing chilling effects from fear of retaliation, and insufficient understanding of long-term trauma effects on children.

Notes that many youth age out of foster care without permanent families and have higher rates of homelessness, unemployment, and incarceration as adults.

Allows nonlegislative members to be appointed by committee cochairs to provide input and advice, but excludes them from voting and reimbursement for expenses.

Requires the committee to report findings, recommendations, and proposed legislation to the First Regular Session of the Sixty-fourth Idaho Legislature.
