Legislature requests the Department of Health and Welfare present a report to the First Regular Session of the Sixty-fourth Idaho Legislature on the department's strategic plan for statewide behavioral health services.

Report must be presented in person by a department representative to the Senate and House Health and Welfare committees at a mutually agreed upon time.

Report must address coordination of behavioral health services between state departments and divisions, implementation of a system of care for serious behavioral health disorders, and improvement of behavioral health managed care initiatives including analysis of Medicaid inpatient and medication coverage.

Report must include methods for monitoring treatment effectiveness and data collection procedures.

Report must provide legislative recommendations on implementing the behavioral health strategic plan, including options for health benefits, necessary law and rule changes, and required resources.
