• Authorizes the Legislative Council to appoint a committee to study Idaho's state employee group health insurance plan, which covers 18,600 employees and 26,900 dependents.

• Committee shall evaluate costs and benefits of allowing the plan's "grandfathered" status under the Affordable Care Act to lapse, and consider self-insured versus fully-insured plan structures.

• Idaho state appropriations for health insurance increased 7.4% annually since fiscal year 2013, totaling a 43% increase from $8,850 per full-time position in FY 2013 to $12,240 in FY 2017.

• Committee must study state employee compensation including how classified employee pay rates (averaging 24% below private sector and 14% below public sector) relate to market comparisons and total compensation for both classified and nonclassified employees.

• Committee shall report findings, recommendations, and proposed legislation to the First Regular Session of the Sixty-fourth Idaho Legislature.
