Authorizes the Legislative Council to appoint a committee to develop and prepare a Medicaid waiver application for a state-driven managed care plan to serve Idaho's "gap population" (individuals earning less than 100% of federal poverty guideline who cannot afford private insurance)

Directs the committee to work with the Department of Health and Welfare to develop a waiver emphasizing community-based coordinated care, outcome-based incentives, primary care medical homes, and elimination of the fee-for-service model using Idaho-based evidence

Requires the waiver application to incorporate best practices from Idaho community health centers, current health data, and the state health innovation plan, with risk-bearing incentives for community care organizations

Mandates the committee to recommend actions necessary to eliminate county medical indigent and CAT fund programs

Committee must report findings and recommendations to the First Regular Session of the Sixty-fourth Idaho Legislature, with any waiver application requiring legislative approval before submission to the Centers for Medicare and Medicaid Services
