Amends Section 7, Article IX of the Idaho Constitution to modify the composition of the State Board of Land Commissioners by removing the Attorney General and adding the State Treasurer.

The State Board of Land Commissioners will consist of the Governor, Superintendent of Public Instruction, Secretary of State, State Treasurer, and State Controller.

Submits the proposed constitutional amendment to Idaho voters at the next general election with the question: "Shall Section 7, Article IX, of the Constitution of the State of Idaho be amended to remove the Attorney General from the State Board of Land Commissioners and add the State Treasurer to the State Board of Land Commissioners?"

Directs the Legislative Council to prepare required statements per Idaho Code Section 67-453.

Directs the Secretary of State to publish the proposed amendment and arguments as required by law.
