Authorizes the Idaho Department of Transportation to issue driving privilege cards to individuals without a social security number who meet standard licensing requirements and submit proof of state income tax filing from the previous year.

Driving privilege cards allow operation of noncommercial motor vehicles with the same privileges as a Class D driver's license or instruction permit.

Cards must expire annually on the cardholder's birthday and be visually distinguished from driver's licenses with distinct formatting and a label stating "FOR DRIVING PRIVILEGES ONLY -- NOT VALID FOR IDENTIFICATION."

Governmental entities are prohibited from accepting driving privilege cards as proof of personal identification, though they can be used for driving purposes.

Establishes a $15.00 fee for driving privilege card issuance and requires the department to promulgate rules for implementation.
