Repeals the existing Section 34-411A, Idaho Code, relating to changing or selecting party affiliation for primary elections.

Allows electors to change or select political party affiliation or become unaffiliated prior to primary election day by filing a signed form with the county clerk using the application form described in Section 34-1002, Idaho Code.

Permits electors to declare party affiliation or unaffiliation on primary election day prior to voting by declaring their choice to poll workers or election personnel, who shall record it in the poll book.

Requires county clerks to record party affiliation declarations made at the polls as part of the elector's voter registration system record within Section 34-437A, Idaho Code, after the primary election.

Declares an emergency and makes the act effective immediately upon passage and approval.
