Increases reimbursement penalties for illegal killing, possession or waste of elk from $750 to $1,000 per animal.

Increases reimbursement penalties for caribou, bighorn sheep, mountain goat and moose from $1,500 to $2,600 per animal.

Increases reimbursement penalties for other big game species from $400 to $700 per animal.

Establishes new penalty structure for trophy big game animals, ranging from $2,000 per animal (trophy mule deer and white-tailed deer) to $10,000 per animal (trophy bighorn sheep, moose, mountain goat and caribou).

Requires that penalties double for each additional animal of the same category killed within a 12-month period, except for wildlife with a $50 reimbursement value which remain at a flat rate.
