Removes the requirement for one license plate on the front and one on the rear of motor vehicles, allowing plates to be displayed on the rear only with certain exceptions.

Maintains exceptions allowing only rear plate display for motorcycles, all-terrain vehicles, utility vehicles, motorbikes, semitrailers, and vehicles operated by manufacturers, repossession agents, or dealers.

Permits vehicles with year of manufacture, old timer, classic car, or street rod license plates to display one plate attached to the rear.

Requires tractors to display their license plate on the front of the vehicle.

Maintains existing requirements that license plates be securely fastened at least 12 inches from the ground, kept clearly visible and legible, and that registration stickers be securely attached and displayed according to state law.
