Adds new definition of "caregiver" to Idaho Code Section 16-1602 as a foster parent or designated official for a child care institution where a foster child is placed.

Creates new Section 16-1644 establishing the "reasonable and prudent parent standard" for foster care caregivers when deciding whether to allow children to participate in extracurricular, enrichment, cultural, or social activities.

Requires caregivers to consider whether activities are "age or developmentally appropriate" based on the child's cognitive, emotional, physical, and behavioral development.

Limits caregiver liability for harm to a child in out-of-home placement if the child participates in an activity approved by the caregiver acting according to the reasonable and prudent parent standard.

Clarifies that the liability limitation does not remove or affect existing liability protections otherwise provided by law, and corrects a code reference in Section 16-2002.
