Clarifies length limits for specialized vehicles including auto transporters and boat transporters when stinger-steered (75-80 feet) versus non-stinger-steered (65 feet).

Adds new category for truck tractors with stinger-steered pole trailers or log dollies used for transporting long loads such as poles and pipes, limited to 75 feet.

Maintains existing provisions for farm tractors, implements of husbandry, semitrailers on national and state networks, and permit-based vehicle combinations up to 115 feet in length.
