Increases leadership premium distribution from $8,500 to $8,900 per full-time equivalent instructional and pupil service staff position employed by each school district.

Establishes minimum leadership premium of $8,900 and maximum cumulative premiums not to exceed 25% of base salary designated in section 33-1004E, Idaho Code.

Specifies seven categories of leadership activities eligible for premiums, including teaching dual high school-college credit courses, serving in hard-to-fill positions, mentoring, and career counseling.

Requires state department of education to report annually to the governor and legislative committees on leadership premiums issued by district, including number issued, average dollar amounts, and reasons identified as leadership priorities.

Authorizes state board of education to promulgate rules implementing the provisions and applies the same requirements to public charter schools.
