Redesignates Section 33-1630 as Section 33-16302 and clarifies that the initial cohort of incubator schools includes up to twenty (20) local education agencies for fiscal year 2017.

Authorizes the State Department of Education to expend or distribute moneys appropriated for mastery-based education activities from the educational support program budget.

Requires the State Department of Education to conduct a statewide awareness campaign, establish an educator committee to identify implementation roadblocks, and facilitate planning for an incubator process for districts and charter schools transitioning to mastery-based education.

Mandates annual reporting to the State Board of Education and the education committees of the Senate and House by January 31 of each year regarding progress toward implementing mastery-based education.

Defines "mastery-based education system" as one where student progress is based on demonstration of mastery of competencies and content rather than seat time, age, or grade level.
