Changes the deadline for mail-in absentee ballot applications from the sixth day before the election to the eleventh day before the election, with applications due by 5:00 p.m. to the county clerk.

Requires registered electors to designate party affiliation or "unaffiliated" status on primary election absentee ballot applications, with checkoff boxes provided for unaffiliated voters to select a party's primary ballot.

Prohibits unaffiliated voters from receiving a primary ballot from parties that have not elected to allow unaffiliated participation, and provides nonpartisan ballots to those who do not indicate a party choice.

Maintains that electors cannot change party affiliation on absentee ballot applications, except through the process outlined in section 34-411A for primary elections.

Requires county clerks to submit absentee voter reports to the Secretary of State within 75 days following each general election as required by federal law.
