Amends Section 34-1012, Idaho Code, to revise early voting procedures for counties with absentee voting facilities that have access to the Idaho statewide voter registration system.

Early voting shall begin on or before the third Monday before an election and end at 5:00 p.m. on the Friday before the election in participating counties.

Clarifies that counties may utilize either a central location ballot counting system or a polling location based tabulation system for early voting.

Renumbers existing subsections (1) through (8) for technical corrections and clarifies ballot identification procedures to reference official election stamp ballot identification.

Declares an emergency, making the act effective immediately upon passage and approval.
