Amends Idaho Code Section 18-310 to permanently prohibit firearm rights restoration for persons convicted of 42 enumerated felonies, including murder, rape, robbery, kidnapping, terrorism, and drug trafficking.

Applies firearm rights restrictions only to convictions occurring on or after July 1, 1991, except for murder and voluntary manslaughter convictions committed with a firearm, which are permanently restricted regardless of conviction date.

Allows persons denied firearm rights to petition the Commission of Pardons and Parole for restoration five years after final discharge, but the commission cannot restore rights for first-degree murder, second-degree murder, or felonies involving firearm use enhancements.

Extends firearm restrictions to persons convicted of attempt, conspiracy, or solicitation to commit any of the enumerated felonies.

Applies the same firearm restrictions to persons convicted of felonies in other states or jurisdictions upon final discharge in Idaho.
