Defines "resident student" for Idaho public institutions of higher education to include students with parents/guardians domiciled in Idaho for 12 months who provide at least 50% financial support.

Qualifies Idaho secondary school graduates as resident students if they matriculate within 6 years of graduation and are domiciled in Idaho, regardless of parental residence.

Establishes criteria for domicile establishment including filing Idaho state income tax returns, full-time employment in Idaho, or ownership of living quarters maintained for at least 12 months before enrollment.

Classifies students receiving financial assistance from another country or governmental unit as nonresidents for 12 months after assistance ends, and requires non-citizens to be lawfully present in the United States.

Requires special graduate and professional programs (WWAMI medical, WICHE exchange, dental education, veterinary medicine) to admit only applicants meeting the resident student definition in subsection (1).
