• Enacts the EMS Personnel Licensure Interstate Compact (REPLICA) to allow emergency medical services personnel licensed in one member state to practice in other member states under a "privilege to practice."

• Establishes an Interstate Commission for EMS Personnel Practice to oversee compact implementation, promulgate uniform rules, maintain a coordinated database of licensure and adverse actions, and enforce compliance among member states.

• Requires home states to meet specific criteria including use of the National Registry of Emergency Medical Technicians (NREMT) examination, criminal background checks within 5 years, and complaint investigation mechanisms to authorize their personnel to practice across state lines.

• Creates provisions allowing expedited licensure for veterans, active military service members, and their spouses who hold current NREMT certification at or above the level of the state license being sought.

• Allows remote states to take adverse action against individuals' privileges to practice while giving home states exclusive authority over their own issued licenses, with the Emergency Management Assistance Compact taking precedence during declared emergencies.
