Amends Section 50-1304 to require the Board of Licensure of Professional Engineers and Professional Land Surveyors to promulgate rules regarding plats and corresponding survey requirements.

Specifies plat physical requirements including stable base drafting film with minimum 0.003 inch thickness, 18 by 27 inch size with specific margins, and archival-quality imaging using photographic or digital processes.

Requires plats to display streets, alleys, lot numbers, boundary dimensions, survey monuments, easements, bearings, scales, and coordinate system information when applicable.

Amends Section 55-1906 to require the Board to promulgate rules establishing minimum information and requirements for records of survey submissions.

Establishes minimum records of survey contents including monument descriptions, evidence of compliance with Idaho Code Chapter 16, ties to public land survey corner monuments, certificate of survey, and survey location information.
