Allows candidates who fail professional engineering or land surveying examinations to request reexamination after the first failure upon payment of application and examination fees paid directly to the board-designated entity.

Requires candidates failing a second examination to obtain a minimum of one additional year of experience and complete eight semester credits of college-level academic education (which may include a professional review course) before a third examination attempt.

Requires candidates failing a third or subsequent examination to obtain a minimum of three additional years of experience and complete twelve semester credits of college-level academic education (which may include a professional review course) before attempting another examination.

Authorizes the board to issue a restricted license to engineering faculty holding an earned doctorate degree who remain employed by an Idaho college or university and teach upper division engineering courses, with the board permitted to waive technical examinations in lieu of other prescribed requirements.

Defines "restricted license" as a license to teach college or university upper division courses with an earned doctorate but without passing a technical examination.
