Amends Section 33-1212A of Idaho Code to revise terminology from "academic and college" to "college or and career advisors" throughout the statute

Allows school districts and charter schools to employ noncertificated staff as academic and college or career advisors and student mentors using research-based alternative forms including high contact programs, collaborative programs, and virtual coach or mentor programs

Requires school districts and charter schools to provide professional development in college and career advising to all certificated counselors, instructional staff, and noncertificated staff serving as student mentors or advisors, with all individuals having basic training or experience in advising or mentoring

Mandates school districts and charter schools develop a plan to deliver college and career advising to students in grades 8 through 12 and notify parents or guardians of the availability of such services

Requires annual reporting on the effectiveness of college and career advising programs as part of the annual continuous improvement plan, including program type and student outcome data, with the state board of education to promulgate rules specifying reportable student outcomes
