Creates the Adult Degree Completion Scholarship program to increase the number of Idaho citizens with postsecondary degrees or credentials and remove financial barriers to education for adult students.

Establishes eligibility requirements including Idaho residency, enrollment at an eligible institution, undergraduate status without a previous degree, a 3-year gap for reentry students, and pursuit of a clearly identified career path.

Limits scholarship awards to the actual educational costs at the eligible institution, with awards paid annually to institutions rather than directly to students in advance.

Requires institutions to remit prorated tuition or fee balances back to the state board if a scholarship recipient becomes ineligible or discontinues attendance before the end of any term.

Creates a dedicated account in the state treasury for the scholarship program funded by legislative appropriations, donations, and investment earnings, with the State Board of Education required to evaluate program effectiveness through annual data collection and longer-term assessments.
