Establishes a tuition lock plan for undergraduate students at Idaho's four-year public postsecondary institutions, freezing tuition rates at the student's first-year rate for 48 months following initial enrollment.

Applies to Idaho resident students entering full-time as first-time or transfer undergraduates beginning in fall 2016 semester, and requires institutions to offer participation in the plan.

State must appropriate funds annually to offset tuition increases above locked rates; if appropriations fall short, transfers from the higher education stabilization fund cover the difference.

Creates a tuition lock stabilization account within the higher education stabilization fund for University of Idaho, Boise State University, Idaho State University, and Lewis-Clark State College to support the plan.

Requires State Board of Education to promulgate rules for student eligibility and plan administration, with the tuition lock plan provision expiring July 1, 2021.
