Defines "reasonable accommodation" as schools making best efforts to enable parents to exercise their rights without substantial impact to staff, resources, safety, supervision, and efficient operations.

Requires school districts and public charter school boards to develop policies promoting parent involvement, including plans for parent-teacher cooperation on homework, attendance, and discipline.

Requires schools to provide processes allowing parents to learn about course content, review learning materials and their sources, and to withdraw children from activities or programs using materials that conflict with their firmly held beliefs or values.

Mandates school districts and public charter schools annually notify parents of their rights as specified in the chapter.
