Amends Section 56-209h, Idaho Code, to revise civil monetary penalties and other administrative remedies for public assistance program providers found to engage in fraud, abuse, or violations.

Reduces minimum penalty percentage for multiple violations from 25% to 10% of improperly claimed amounts, while maintaining maximum of $1,000 per item or service.

Adds new penalty of $500 per month (maximum $5,000 per month) for providers failing to perform required background checks or meet completion timelines, with partial months counted as full months.

Clarifies that civil monetary penalties apply to officers, directors, owners, and managing employees of offending providers and are intended to recover investigation costs and place compliance expenses on violating providers.

Requires department to refer all suspected Medicaid provider fraud cases to the Medicaid fraud control unit and promulgate rules clarifying penalty computation methodology.
