Removes obsolete subsection (11) from Idaho Code Section 56-1004A that authorized participation in a federal pilot project for criminal background checks in long-term care settings, which expired on September 30, 2007.

Retains all existing provisions authorizing the Department of Health and Welfare to conduct criminal history and background checks for individuals providing care or services to vulnerable adults and children.

Maintains fingerprint-based checks of state and national records including FBI, sex offender registry, driving records, and protection registries.

Keeps existing provisions requiring applicants to complete notarized applications, disclose past convictions and protection findings, and pay for background check costs.

Preserves liability protections for the department and employers who rely on background check results in making employment decisions.
