Creates electronic voter registration system through the Secretary of State's website allowing qualified electors with valid Idaho driver's licenses or ID cards to register online before the registration deadline.

Requires electronic registration applications to include voter oath or affirmation, notice of photo ID voting requirements, and electronic signatures verified against driver's license or ID card signatures obtained from the Idaho Transportation Department.

Directs the Idaho Transportation Department to provide digital copies of driver's license and identification card signatures upon request from the Secretary of State for voter registration verification purposes.

County clerks must send registration verification to electronically registered voters by nonforwardable first-class mail or electronic mail at the voter's option, and remove voters from registration if verification is returned undeliverable.

Declares an emergency and makes the act effective upon passage and approval; updates multiple Idaho Code sections to reference registration applications rather than registration cards.
