Removes the requirement that school electors voting in trustee elections must reside in the same trustee zone as candidates they are voting for, while maintaining the 30-day residency requirement in the school district.

Eliminates references to "elected" language in trustee qualification provisions and makes technical corrections to Idaho Code Section 33-501.

Changes trustee election procedures in Section 33-503 to shift from zone-specific voting to school district-wide voting, where the person receiving the greatest number of votes cast within the school district is declared elected.

Maintains the tiebreaker procedure where if two or more persons in the same trustee zone receive equal votes, the board of trustees determines the winner by coin toss.

Applies campaign finance and reporting provisions (Idaho Code Sections 67-6601 through 67-6630) to all school district trustee elections except those in districts with fewer than 500 students.
