Amends Idaho Code Section 25-3520A to add new subsection (5) allowing courts to order presentence psychological evaluations in animal cruelty cases at the court's discretion.

Requires courts to determine whether a presentence psychological evaluation is warranted if the prosecutor requests one prior to sentencing.

Applies to all violations under Chapter 25-35 of Idaho Code relating to animal cruelty penalties and rights termination.

Does not modify existing penalty structures for first violations (up to 6 months jail/$100-$5,000 fine), second violations (up to 9 months jail/$200-$7,000 fine), or third or subsequent violations (up to 12 months jail/$500-$9,000 fine).
