Requires a majority vote by the homeowner's association board before imposing any fine on a member for covenant violations, with written notice by personal service or certified mail at least 30 days prior to the vote.

Prohibits fines if a member begins resolving the violation in good faith before the board meeting and continues addressing it until fully resolved.

Prevents any portion of fines from being used to increase the compensation of board members or agents.

Attorney's fees and costs cannot accrue or be assessed until the association complies with fine procedures and the member fails to address the violation as prescribed.

Allows courts to determine the reasonableness of attorney's fees and costs assessed by the association and to award reasonable attorney's fees and costs to the prevailing party in disputes over these charges.
