Requires appraisal management companies (AMCs) to register with Idaho's Real Estate Appraiser Board effective July 1, 2017, with annual renewal and a maximum fee of $1,500 per year.

Establishes a $25,000 surety bond or letter of credit requirement for AMC registration to protect injured parties from the AMC's failure to comply with the act.

Prohibits AMCs from knowingly employing or contracting with appraisers whose licenses have been refused, denied, canceled, or revoked for substantive cause, unless subsequently reinstated.

Requires AMCs to ensure appraiser independence by prohibiting coercion, compensation schemes, or actions designed to influence appraisal values, and mandates payment to appraisers within 45 days of completed work.

Grants the Real Estate Appraiser Board enforcement authority including investigation, censure, suspension, revocation of registration, and civil penalties up to $2,500 per violation.
