Revises Section 56-1203 to update federal law references from 29 U.S.C. section 796d(b) and 34 CFR 364.21 to the Rehabilitation Act of 1973, as amended, for gubernatorial appointment of council directors.

Revises Section 56-1204 to update federal law references from 29 U.S.C. section 796d(c) and 34 CFR 364.21 to the Rehabilitation Act of 1973, as amended, for council powers and duties.

Amends Section 56-1205 to change funding mechanism by allowing the state agency designated by the state plan for independent living to enter into an agreement with the Idaho state independent living council for receipt, allocation, and disbursement of funds.

Funds received under the agreement shall be deposited into the Idaho state independent living council fund and are exempt from competitive bidding requirements.

Limits all funding to amounts appropriated by the Idaho legislature or United States Congress.
