Amends Section 18-1505, Idaho Code, to revise the definition of "neglect" by changing "jeopardize the life, health and or safety" to "jeopardize the life, health and or safety" (clarifying that neglect means failure of a caretaker to provide food, clothing, shelter or medical care to a vulnerable adult in a manner that endangers the vulnerable adult).

Maintains criminal penalties: abuse or neglect under circumstances likely to produce great bodily harm or death is a felony punishable by up to 10 years imprisonment and $25,000 fine; other abuse or neglect is a misdemeanor.

Maintains exploitation penalties: exploitation is a misdemeanor unless monetary damage exceeds $1,000, in which case it is a felony punishable by up to 10 years imprisonment and $25,000 fine.

Defines vulnerable adult as a person 18 years of age or older unable to protect themselves from abuse, neglect or exploitation due to physical or mental impairment affecting judgment or behavior.

Includes protections for religious practices and employer liability provisions requiring direct evidence of statutory violation for prosecution.
