Amends Section 49-2426 to reorganize exemptions for state vehicle markings, consolidating requirements for Idaho State Police, Department of Health and Welfare, and Idaho Department of Juvenile Corrections vehicles used for official business or investigations.

Requires at least 90% of Idaho State Police patrol vehicles to be marked with "State of Idaho" and department name in lettering at least 1.5 inches high.

Removes language requiring the Great Seal of Idaho on the governor's personal service vehicles, instead permitting unmarked vehicles for the governor's personal use.

Amends Section 49-2427 to exempt vehicles used for traffic enforcement purposes from paint stripe and identification requirements, while still requiring lighting equipment.

Establishes that other state departments, agencies, or entities seeking to use unmarked vehicles for confidential investigative purposes must obtain written permission from the Idaho State Police director based on a finding of good cause.
