Creates the Broadband Infrastructure Improvement Grant Fund in the state treasury, funded through legislative appropriations, transfers, and other governmental sources with interest retained in the fund.

State Department of Education shall expend fund moneys to invest in special construction projects for high-speed broadband connections to E-rate eligible entities.

E-rate eligible entities may apply for grants covering up to 10% of eligible special construction project costs, with requirement that any dark fiber laid be made available for use by other providers.

State Board of Education shall promulgate rules consistent with the Federal Communications Commission's second E-rate modernization order providing for additional category one funding up to 10% to match state funding for high-speed broadband construction charges.

Defines "E-rate eligible entity" as Idaho public schools grades K-12, Idaho Digital Learning Academy, Idaho Department of Juvenile Corrections education programs, School for the Deaf and Blind, and Idaho public libraries.
