Amends Section 33-1602, Idaho Code, relating to instruction in the U.S. Constitution, national flag, national anthem, citizenship, and civics testing.

Beginning with the 2016-2017 school year, all secondary pupils must pass a civics test or complete an alternate path established by their local school district or charter school to demonstrate proficiency in state civics and government standards.

Defines the civics test as the 100 questions used by the U.S. Citizenship and Immigration Services for naturalization applicants under 8 U.S.C. section 1423.

Applicability of the civics test requirement to pupils receiving special education services shall be governed by the pupil's individualized education plan.

Declares an emergency, making the act effective upon passage and approval.
