Establishes the Idaho Unborn Infants Dignity Act as Chapter 93, Title 39, Idaho Code, declaring that deceased unborn infants deserve the same respect and dignity as other deceased human beings.

Prohibits the sale, transfer, distribution, donation, or use of aborted infants' bodies or bodily remains, with violations constituting a felony punishable by up to $10,000 fine and 5 years imprisonment.

Bans use of aborted infants' bodily remains or embryonic stem cells in research or experimentation by any person or public institution in Idaho, except for diagnostic procedures benefiting the infant or mother, or pathological study.

Requires institutions to notify mothers of fetal deaths that they have the right to receive and dispose of bodily remains, and allows mothers to donate remains from miscarriages or stillbirths only with signed, written informed consent disclosing physician interests in any research.

Prohibits all Idaho higher education institutions receiving public funds from conducting medical research using organs or tissue obtained from aborted infants, with violations of research restrictions carrying a maximum penalty of $1,000 fine and 6 months jail time.
