Establishes the Idaho Limited Article V Convention Act to regulate Idaho's delegates to a constitutional convention called under Article V of the U.S. Constitution.

Requires all delegates to take an oath prohibiting them from voting on any amendments outside the scope of Idaho's application to the convention, with violations resulting in immediate credential revocation.

Sets the Idaho delegation at seven members: two appointed by the House of Representatives, two by the Senate, and three jointly by both chambers, requiring a two-thirds vote to constitute delegation action.

Mandates delegates advocate for convention rules limiting discussion to amendments within the scope of applications and requiring the convention to dissolve immediately after voting on proposed amendments.

Authorizes the Speaker of the House and Senate President Pro Tempore to investigate violations and fill vacancies with designated alternates, while requiring the Secretary of State to certify all delegates before they can participate.
